This site is dedicated in memory of Noah Aubrey James Cotton, July 24, 1999 - March 16, 2002, a child under the Florida NICA program who taught not only his family but also his friends to look outside the box and to see people for who they truly are.

The Florida Birth-Related Neurological Injury Compensation Association (NICA) was created by the Florida Legislature in 1988. NICA is a statutory organization that manages the Florida Birth Related Neurological Injury Compensation Plan ("Plan") used to pay for the care of infants born with certain neurological injuries. This Plan is available to eligible families statewide without litigation. By eliminating costly legal proceedings, and through professional management of its disbursements, NICA ensures that birth-injured infants receive the care they need while reducing the financial burden on medical providers and families. Our hope is the web site will contain useful information for families with children in the NICA program. As a father of a son who was disabled I learned many of life's lessons, one of which was how to navigate through a system full of bureaucracy. I can honestly say that NICA did as they said they would do and my son's needs were always meet with kindness and compassion when Lynn Larson was the Executive Director.

Without getting into all the legal avenues I hope that I can still assist families within the NICA program. If your new to the program I hope you find some of the information at this site useful. If you have been in the program for any length of time you may be shocked to find what you have not been told by the NICA staff. There is no book containing benefits. Everything you need to know is contained in the Florida Statues. It is my hope that I may be able assist others through these turbulent waters. What you will find here is in part the actual State Statue and my opinion, not advice.
